This is a WYSIWYG Text Field editable on the Product Template of your Theme in the Visual Design Editor.

Select the Tabs block, change the "Active Tab" to "Shipping Info", then click to edit this text.

This block is intended to display generic shipping information for all of your products. If you have product-specific shipping information contained within a custom product attribute, you can use a "Product Attribute Block" to display that info here.
